Basheer Khalfan Al Mehairbi
Director General
His Excellency Basheer Khalfan Al Mehairbi, Director General of the Abu Dhabi Housing Authority, manages all operations of the Authority, including monitoring of the plans, policies, and regulations that ensure achieving the vision and strategy of ADHA's leadership and the decisions of its Board of Directors, which focus, in their entirety, on providing adequate housing for the citizens of the Emirate in accordance with the laws, regulations, and rules adopted.
Mr. Al Mehairbi has held several positions, including CIO at the Health Authority - Abu Dhabi and Deputy Executive Director of the Information Systems Department at Abu Dhabi Health Services Company (SEHA). He also responsible for implementing the unified health file system application project, which involves electronic recording of medical records and files to reduce medical errors, ensure drug safety, and reduce operational costs by bringing about and using the latest IT applications so as to support decision-making in health facilities.
Mr. Al Mehairbi holds a Higher Diploma in Information Technology from the Higher Colleges of Technology, a Bachelor's Degree in International Business, a Master's Degree in International Finance, and other scientific and professional certificates, including PMP in Project Management, the Certificate of Executive Leadership from INSEAD University and Harvard University, the Certificate of Strategic Technical Analyst in Health Technology from the American Research Center (Gartner) and Microsoft MCSE in Infrastructure & System Engineer, as well as the CIW E-Commerce Specialist Certificate.
Mr. Al Mehairbi received the 2008 Abu Dhabi Systems & Information Centre Award for Excellence in Government Performance and the Best Joint Service Award within the 2017 Abu Dhabi Excellence Awards for the e-House Project.
Khalifa Khadem Al Hemeiri
Executive Director, Policy Development and Strategic Planning Sector
H.E. Khalifa Khadem Khalifa Al Hemeiri is responsible for reviewing and proposing allocation policies for houses, plots, and future housing services using the results of related studies and research, and demographic and social statistics, including demand and supply of the benefits offered by ADHA. He is the custodian of ADHA's strategy according to the Abu Dhabi Government's plans.
Before joining ADHA, H.E. Al Hemeiri worked in several positions, including Director of Strategy at the Abu Dhabi Systems & Information Centre (ADSIC), where he was responsible for running the e-government strategy, in addition to other key e-projects. H.E. Al Hemeiri also served in the Ministry of Presidential Affairs, where he co-founded the Strategic Planning and Performance Monitoring Department, and contributed to the development of the Ministry's Strategic Plan 2008-2012. Before that, he headed the Financial Analysis Section, Investment in the Private Department of the Late Sheikh Zayed Bin Sultan Al Nahyan.
H.E. Al Hemeiri holds a BSc in Business Administration and Finance, a post-graduate diploma in Scientific Research methodology, and an MSc in Business Administration.
Khalifa Al Sghayer Al Ketbi
Executive Director, Housing Services
H.E. Khalifa Al Sghayer Al Ketbi oversees Customer Relationship Management and the services provided through customer service centres across the Emirate of Abu Dhabi. He also provides support and advice to UAE nationals requiring housing benefits.
Before joining ADHA, he was the Head of Human Resources, then Deputy Executive Director at Al Rahba and Al Mafraq hospitals, as well as Director of the Corporate Contracts Unit and Deputy CEO for Operations. He has received several awards, including the H.H. Sheikh Saif Bin Zayed Award (Ideal Partner) 2012; and the Arabian Excellence award 2010 for the development of the Emergency and Response Services project.
Mr. Al Ketbi holds an MBA, an MSc degree in Strategic and Security Studies, a Diploma in Human Resources Management, and a BA in International Relations.
Ahmed Badr Al Qubaisi
Executive Director, Housing Units Allocation
H.E. Ahmed Badr Al Qubaisi oversees the services offered by the Housing Loans Sector in ADHA, from studying loan applications and monitoring financial institutions as they disburse loans, to reviewing various lending programmes and policies. He also contributes to the development of plans and programmes to expand the options available for citizens and diversify the sources of government funding in the emirate.
Previously, Mr. Al Qubaisi held several positions in the Department of Finance, including Head of Residential and Commercial Buildings Loans Directorate. He also served on committees of housing and land allocation and commercial building financing, as well as being a founding member of ADHA.
He holds a BSc in Computer Science.
